Well... now that I own my own domain name, guess it's time for steps two through twelve from the "Guide to something that's probably going to get you in trouble... for Dummies!" book.
I think i've got a good base for things. Gives a wide, but very controlled, variance for being able to hit someone based on factors that make sense.
